The Israeli-Palestinian conflict

The map shows the territory of Israel, the West Bank, the Gaza Strip and the Golan heights. The West Bank together with the Gaza Strip constitutes the "Palestinian territories". This is the geographical scene of the Arab-Israeli conflict that has lasted almost 100 years. The territorial boundaries defined by the Rhodes Arab-Israeli armistice agreements of 1949 are red marked.

In the summer of 2014 a new war was started, another episode of the endless series of conflict between Israeli Arabs and Palestinians.

 

The 2014 GAZA war

The armed conflict between Gaza and Israel began on July 8, 2014 and lasted 29 days, it was triggered by two tragedies, the kidnapping and killing of three young Israeli settlers, and the killing of a Palestinian boy for revenge. From these facts, the political calculus and barbarism have triggered a new war. Launching of rockets by Hamas-Palestinians against Israel, and aerial bombardment of Gaza followed by the Israeli ground troops invasion.

On August 5, when the two sides agreed to a first truce, the tragic result of one month of hostility is 1,850 Palestinians killed and 9,500 casualties. The UN estimates that between these there are at least 1,312 civilians, including 408 children and adolescents and 214 women. Israel's military dead are 64, and three civilians were killed by rockets fired from the Gaza Strip. For one Israeli 27 Palestinians killed!

Ca. 485. 000 refugees are forced to leave their homes, to take refuge in UNRWA schools or by friends or relatives. The provisional estimate of the damage caused by the bombing amounted to $ 5 billion.

Once again, the world is witness of a new act of a never ending tragedy. Dismay is strong, the television images of civilian casualties and the destruction is tormenting. UN,  USA and Europe condemn the conflict, they act through diplomatic channels, but no one can stop the demon of war.

The never-ending conflict 
At the root of the Palestine-Israel conflict is the clash of two reasons: the right of two populations who compete for the same territory. Facts have proved that these two populations are not able to dialog, every initiative failed, the parties have not been able to find a solution to the conflict. Their most extreme factions at political level block every peace initiative. Too much hatred and desire for revenge have been accumulated. The moderate forces, the more civilized, more educated and wise are in the minority.

In face of this tragedy without end, the most developed and powerful nations of the world and those who claim a leadership role, those who feel to be civilized, those who are responsible for the balance of the world, are not able to act. And they are forced to do so because they are indirectly involved with their geo-politic and economic interests in the conflict.

Who has made the Israeli army one of the most powerful in the world? From where are the F16 aircraft, the combat helicopters, the smart bombs, the drone and all the other hi-tech war equipments? Who finance HAMAS and has supplied kalaschnikov machine guns and long-range rockets?

The unresolved Palestinian problem, with its continuous wars, is a cancer that threatens to propagate worldwide, destroying everything. Evidence of the facts is: the intensification of the conflict between Arab and Western cultures, the extremist-Islam and international terrorism.  

The wise people opinion 
Regarding the situation in Israel and Palestine, David Grossman, one of the most famous and important writers of Israel, in an essay argues that Israelis and Palestinians run the risk of dying of suffocation in a bubble of hatred and violence:

"In this tumour bubble, brutal and without hope, both parties are right. Both hears the law of evil, the law of force, of war, revenge and hatred "

D.Grossman imagines both Israelis and Palestinians convicted in a Dante's Inferno, and represents them as a pair of desperate people who drag a huge millstone, that runs perpetually destroying and overwhelming their innocent victims.

The Israeli government has never been able to enter into negotiations for peace because it is controlled by right-wing extremists, the settlers and the religious fundamentalists. The Israeli people have lost the sense of reality because they are prisoner of fear, they are surrounded by enemies and remember the sufferings of the Jews in the history. The hope is that the more moderate and wise forces in Israel are able to enforce the message that peace can only be achieved through dialogue, compromise and recognition of Palestinian rights. As long as Gaza is an open air prison, a “Lager”, there will be no security for the Israelis. As long as the Jewish settlements are occupying the Palestinian land, Israel will have no future.

Zeev Sternhell Holocaust survivor, former professor at the Hebrew University of Jerusalem and eminent scholar, shares the thought of David Grossman. He argues that the occupied Palestinian territories were colonized by Israel, implementing a regime of Apartheid. Gaza has been transformed into a giant internment camp, a concentration camp. According to him the only solution of the conflict is the creation of two independent states, each with its own territory and its population. Israelis and Palestinians must recognize territorial boundaries as those defined by the Arab-Israeli armistice agreements of Rhodes in 1949. These agreements put an end to the Arab-Israeli war of 1948 and established the armistice lines that have been observed up to the Six Day War of 1967.

We are at a "zero" point 
It's time to stop! The civilized world should no longer tolerate the Israeli-Palestinian conflict and must impose peace. The common European opinion can be resumed at some fixed points:

Israel has to end with a policy of colonization of Palestine and the Apartheid regime imposed on the Palestinians.

Israel has to lift the blockade of Gaza, now reduced in a concentration camp.

Israel has to cease with the policy of the Jewish settlements in the territories of Palestine.

Israel has to withdraw from the territories occupied in the Six-Day-War and recognize the borders established in the agreements of 1949.

Israel has to accept the establishment of an independent and sovereign Palestinian State west of the Jordan River.

From their part, the Palestinians have to recognize that:

Israel has the right to exist as an independent state within the boundaries assigned by the agreements of 1949.

Terrorism must be banned as a method of political pressure.

Conclusion 
The monologue disguised as dialogue, in which Israelis and Palestinians speak only with themselves and listen only to their own reasons, must be broken. To do this an external multilateral intervention  is necessary, the conflict is not local and represent a global danger, a danger to everyone in the world.

La guerra di GAZA 2014

Il conflitto israelo-palestinese

Sulla cartina sono riportati il territorio d’Israele, la Cisgiordania (West Bank), la striscia di Gaza e le alture del Golan. La Cisgiordania assieme alla striscia di gaza costituisce i „Territori palestinesi“. Questa è la scena geografica del conflitto arabo-israeliano che dura ormai da quasi 100 anni. In rosso sono riportati i confini  territoriali definiti dagli accordi  d’armistizio arabo-israeliano di Rodi del 1949.

Nell’estate del 2014 è scoppiato un nuova guerra, che si aggiunge alla serie interminabile dei conflitti tra israeliani arabi e palestinesi.

La guerra di GAZA

Il conflitto armato tra Gaza ed Israele iniziato l‘8 luglio 2014 e protrattosi per 29 giorni è stato innescato da due tragedie, il rapimento ed uccisione di tre giovani coloni israeliani, e l’uccisione per vendetta di un ragazzo palestinese.  Da questi fatti, il calcolo politico e la barbarie hanno innescato una nuova guerra. Lancio di razzi da parte dei palestinesi di Hamas contro Israele, e bombardamento aereo di Gaza seguito dall’invasione delle truppe terrestri israeliane.

Il 5 agosto quando le due parti hanno accettato una prima tregua, il bilancio di un mese di ostilità è di 1.850 i palestinesi uccisi (9.500 i feriti). L’Onu stima che tra questi vi siano almeno 1.312 civili, tra i quali 408 bambini e adolescenti e 214 donne. Tra i militari di Israele i morti sono 64, ai quali si aggiungono tre civili uccisi dai razzi lanciati dalla Striscia. Per un israeliano 27 palestinesi uccisi!

I profughi costretti a lasciare le loro case per rifugiarsi nelle scuole gestite dall’UNRWA oppure presso amici o parenti sono stati ca. 485.000. La stima provvisoria  dei danni causati dai bombardamenti ammonta a 5 miliardi di dollari.

Ancora una volta il mondo assiste ad un nuovo atto di una tragedia senza fine. Lo sgomento è forte, le immagini televisive delle vittime civili e della distruzione è straziante. L‘ ONU, l’USA, l’Europa  condannano il conflitto, agiscono per via diplomatica, ma nessuno riesce a fermare il demone della guerra.

Il conflitto senza fine

Alla radice dell’irrisolto conflitto Israele-Palestinese c’è lo scontro di due ragioni, il diritto di due popoli che si contendono lo stesso territorio.  I fatti hanno dimostrato che questi due popoli non sono in grado di dialogare, ogni iniziativa è fallita, le parti in causa non sono state capaci di trovare una soluzione ad un conflitto che dura da 100 anni. Le loro fazioni più estreme bloccano a livello politico ogni iniziativa di pace. Si è accumulato troppo odio e desiderio di vendetta. Le forze moderate, quelle più civili, più colte ed illuminate sono in minoranza.

Di fronte a questa tragedia senza fine, le nazioni più sviluppate e potenti  del mondo, quelle che pretendono un ruolo guida, quelle che si sentono portatrici di civiltà e di progresso, quelle che hanno  responsabilità  per l’equilibrio mondiale, stanno praticamente a guardare. E sono costrette a farlo perchè sono indirettamente coinvolte, con i loro interessi geo-politici ed economici nel conflitto.

Chi ha fatto dell’esercito israeliano uno dei più potenti del mondo? Da dove vengono gli aerei F16, gli elicotteri da combattimento, le bombe intelligenti, i drohne e tutte le altre diavolerie della guerra hi-tech? Chi finanzia ed ha fornito ad HAMAS i mitra kalaschnikov ed i razzi di lunga gittata?

L‘irrisolto problema palestinese, con le sue continue guerre,  alimenta un cancro che da locale rischia di propagarsi nel mondo e distruggere tutto. Lo dimostrano i fatti:  l’accentuarsi del conflitto tra le culture arabo ed occidentali, le perversioni estremiste dell’Islam ed il terrorismo internazionale. 

 

L’opinione dei giusti

Riguardo alla situazione in Israele e Palestina David Grossman, uno dei più noti ed importanti scrittori d’Israele, in un essay sostiene che israeliani e palestinesi corrono il rischio di morire soffocati in una bolla d’odio e di violenza:

„In questa bolla tumorale, brutale e priva di speranza, entrambi i contraenti hanno ragione. Entrambi  ascoltano la legge del male – la legge della forza, della guerra, della vendetta e dell‘odio“

Per lo scrittore  israeliani e palestinesi sono  dei condannati in un inferno dantesco, li rappresenta come una pariglia di disperati che trascina un’enorme pietra da macina, che gira perennemente  distruggendo e travolgendo vittime innocenti.

Il governo israeliano non è stato mai capace di avviare negoziati per la pace perchè subisce l’influenza degli estremisti di destra, dei coloni e dei fondamentalisti religiosi. Il popolo israeliano ha perso di vista la realtà perchè prigioniero della paura, si vede circondato da nemici ed è memore delle sofferenze e dei torti subiti nella storia. La speranza è che le forze più  moderate e sagge presenti in Israele riescano ad imporre il messaggio: la pace può essere raggiunta solo con il dialogo, il compromesso ed il riconoscimento dei diritti dei palestinesi. Fin quando Gaza sarà una prigione a cielo aperto, un lager, per gli israeliani non ci sarà  sicurezza. Fin quando non cesseranno gli insediamenti ebraici in terra palestinese, Israele non avrà futuro.  

Zeev Sternhell sopravvissuto all’Olocausto, già professore alla università ebraica di Gerusalemme ed eminente studioso, si associa al pensiero di David Grossman. Egli sostiene che i territori palestinesi occupati sono stati colonizzati da Israele, attuando un regime di Apartheid. Gaza è stata trasformata  in un gigantesco campo d’internamento, un Lager. A suo avviso la sola soluzione al conflitto è la creazione di due stati indipendenti, ognuno con il proprio territorio e la sua popolazione.  Israeliani e Palestinesi debbono riconoscere come confini territoriali quelli definiti dagli accordi  d’armistizio arabo-israeliano di Rodi del 1949. Questi accordi misero fine alla guerra arabo-israeliana del 1948 e stabilirono le linee d’armistizio che sono state rispettate fino alla guerra dei sei giorni del 1967.

Siamo arrivati all’ora „zero“

È ora di smetterla! Il mondo civilizzato non deve più tollerare il conflitto israelo-palestinese e deve imporre la pace. Nell’opinione europea si possano determinare dei punti fermi:

- Israele deve cessare con la politica di colonializzazione della Palestina ed il regime di Apartheid imposto ai palestinesi.

- Israele deve togliere il blocco di Gaza, ridotta oggi in un Lager.

- Israele  deve cessare con la politica degli insediamenti ebraici nei territori palestinesi.

- Israele deve ritirarsi dai territori occupati con la guerra dei sei giorni e riconoscere i confini stabiliti negli accordi del 1949.

- Israele deve accettare la costituzione di uno Stato palestinese indipendente e sovrano a ovest del fiume Giordano.

Da canto loro i Palestinesi devono riconoscere:

- Che Israele ha il diritto di esistere come stato indipendente, entro i confini assegnatoli dagli accordi del 1949.

- Che il terrorismo deve essere bandito come metodo di lotta armata.

Conclusione

Il monologo travestito da dialogo in cui israeliani e palestinesi parlano solo con se stessi e conoscono solo le loro ragioni deve essere spezzato. Per far questo occorre un intervento esterno multilaterale, poichè il conflitto è solo apparentemente locale, e rappresenta un pericolo globale, un pericolo per tutti coloro che nel mondo hanno il diritto di vivere in pace.
